Chapter I General Provisions
Article 1 The full name of the Association is Shandong Stroke Association,abbreviation:SDSA .
Article 2 Shandong Stroke Association(hereinafter referred to as the Association) is an academic, non-profit legal person social organization formed voluntarily by clinical, prevention, rehabilitation, management, scientific research workers, enterprises and institutions, social organizations, and private non enterprise units related to cerebrovascular diseases in Shandong Province and registered in the Shandong Provincial Department of Civil Affairs according to law. It is a bridge and link between the Party and the government and cerebrovascular disease workers,It is an important social force to develop the science and technology of cerebrovascular disease prevention in Shandong Province.
Article 3 The purpose of the Association is to unite and mobilize the clinical, prevention, rehabilitation, management, scientific research workers and all sectors of society in the province; Abide by the Constitution, laws and regulations of the People's Republic of China; Implement the national guidelines and policies on science, technology and health work; Advocate medical ethics; Focusing on the national and Shandong scientific and technological research priorities and the work of the health center, we will promote the popularization of cerebrovascular disease prevention and treatment knowledge, carry out research on new technologies for the treatment of cerebrovascular diseases, promote the rehabilitation of patients with cerebrovascular diseases, and provide services to improve the health of the people in the province. As a bridge connecting the government, hospitals and the general public, the Association insists on providing health consultation, information technology and management services for the people at risk of cerebrovascular diseases and patients with cerebrovascular diseases.
Article 4 The Group accepts the supervision and management of Shandong Provincial Department of Civil Affairs, the registration and management organ of associations, and the business guidance of Shandong Provincial Department of Health. The office of the Association is affiliated with Weifang Medical College.
Article 5 The domicile of the Association is No. 288 Shengli Street, Kuiwen District, Weifang City, Shandong Province, with a postcode of 261031.
Chapter II Business Scope
Article 6 Business scope of the Group:
(1) Carry out academic exchanges and strengthen the contact and collaboration among professional groups and groups.
(2) Establish a cooperative network for the prevention and treatment of cerebrovascular diseases, carry out propaganda on the prevention of cerebrovascular diseases, popularize popular science knowledge, provide consultation services for patients and their families, and improve the knowledge level of the masses on the prevention and treatment of cerebrovascular diseases.
(3) Organize and carry out scientific research projects on the prevention and treatment of cerebrovascular diseases, actively participate in major research projects of the government and health departments, and promote the promotion and application of achievements.
(4) Undertake the demonstration and evaluation of cerebrovascular disease medical science and technology projects entrusted by the government and relevant departments, review of scientific and technological achievements, compilation of technical standards, review of professional and technical titles, etc.
(5) Organize academic exchanges with academic groups and workers related to the prevention and treatment of cerebrovascular diseases in various countries and regions of the world, carry out international exchanges and cooperation, and close contact and cooperation between disciplines and academic groups.

(7) Establish a database of experts in cerebrovascular disease prevention and treatment, find and launch outstanding scientific and technological talents, and promote new technologies, new methods and scientific and technological achievements.
(8) Actively put forward suggestions on the prevention and treatment of cerebrovascular diseases to relevant departments, reflect the opinions and needs of cerebrovascular disease workers, and safeguard the legitimate rights and interests of cerebrovascular disease workers and patients.
(9) To hold public welfare undertakings that conform to this purpose.
(10) Carry out continuing education, update the knowledge and technology of cerebrovascular disease prevention and treatment, and improve the professional level of the majority of members and medical science and technology workers.
(11) Edit, publish and distribute relevant science and technology books and newspapers, establish websites, produce audio-visual products, and disseminate relevant science and technology information.
Chapter III Members
Article 7 Members of the Association are divided into individual members and unit members.
Article 8 Membership Conditions
Support the Articles of Association of the Association, voluntarily apply to join the Association, and those who meet one of the following membership conditions will be approved to become members of the Association.
1.Individual members
1).Support the Articles of Association of the Association, recognize and abide by the Articles of Association of the Association;
2).Professional workers engaged in cerebrovascular disease prevention, treatment and rehabilitation in medicine, teaching, scientific research, enterprises, institutions and management departments;
3).Prevention and treatment of cardiovascular and cerebrovascular diseases, actively support people from all walks of life working for the Association, and the leading cadres engaged in the organization and management of relevant disciplines;
4).Members of other scientific and technological societies, associations and research societies, and those who meet the above conditions in the medical cause of prevention and treatment of cardiovascular and cerebrovascular diseases can apply for membership of the Association.
2.Unit member
All enterprises, institutions and relevant academic groups that are related to the profession of the Association, have a certain number of medical and scientific personnel, have good social reputation, abide by the Articles of Association, are willing to participate in relevant activities of the Association, and support the work of the Association.
Article 9 Membership procedures
1.Individual member: I submit an application form, which is introduced by two members of the Association or recommended by my unit, registered and filed with the Association, reviewed and recommended by my branch (professional committee), reported to the Association for approval, and issued a membership card.
2.Unit member: the unit or relevant academic group shall apply and issue the unit membership card upon the approval of the standing council of the association.
Article 10 Rights and Obligations of Members
1.Individual members
1.Rights
(1) The right to vote, stand for election and vote;
(2) Enjoy the right to criticize, suggest and supervise the work of the Association;
(3) Give priority to participating in relevant academic activities held by the Association at home and abroad;
(4) Give priority to the academic materials related to my major compiled by the Association.
2. Obligations
(1) Comply with the Articles of Association of the Association;
(2) Implement the resolutions of the Association and complete the work entrusted by the Association;
(3) Pay membership dues on schedule;
(4) Consciously safeguard the legitimate rights and interests of the Association.
2、 Unit member
1. Rights
(1) Send representatives to participate in relevant academic activities held by the Association at home and abroad;
(2) Obtain relevant academic materials compiled and printed by the Association;
(3) The Association can be requested to assist in organizing training courses, scientific and technological achievements and product demonstrations;
(4) We can ask for technical advice.
2. Obligations
(1) Comply with the Articles of Association of the Association and pay the membership fees of the unit on time;
(2) Implement the resolutions of the Association and accept the work entrusted by the Association;
(3) Support the Association to carry out academic and science popularization activities;
(4) Consciously safeguard the legitimate rights and interests of the Association.
Article 11 Members are free to join and leave the association voluntarily. Those who withdraw from the membership shall submit a written statement and automatically return their membership cards to the Association.
Any member who does not pay the membership fee for one year and does not participate in the activities organized by the Association without any reason shall be deemed as automatically withdrawing from the Association, and the membership card shall be withdrawn by the Association or the association of the city or county where the Association is located.
Article 12 Where a member seriously violates the Articles of Association of the Association or is deprived of his/her citizenship, he/she shall be expelled and his/her membership card shall be recovered after being voted by the Standing Council.
Chapter IV Selection and Removal of Organizational Structure and Responsible Persons
Article 13 The highest authority of the Association is the provincial member congress, whose responsibilities are:
1. Formulate and amend the Articles of Association of the Association;
2. Election and removal of directors;
3. To elect an honorary president;
4. Formulate and revise the membership fee standard;
5. Review the work report and financial report of the Council;
6. Decide on the work policies and tasks of the Association;
7. Decide on termination;
8. Decide on other major issues.
Article 14 The provincial membership congress can be held only when more than two-thirds of the members' representatives are present; The resolution of the General Assembly can take effect only if it is approved by more than half of the representatives of the members present.
Article 15 The provincial membership congress is held every five years. If it needs to be held in advance or postponed due to special circumstances, it must be voted by the council. With the approval of the association registration authority, the extension of the term of office cannot exceed one year.
Article 16 The Council is the executive body of the provincial membership congress, which leads the Association to carry out its daily work when the membership congress is not in session, and is responsible for the provincial membership congress. Each term of office is four years.
Article 17 Responsibilities of the Council:
1. Implement the resolutions and decisions of the provincial member congress;
2. Elect and remove the President, Vice President, Secretary General and Executive Directors;
3. Prepare for the provincial member congress;
4. Report work and financial status to the provincial member congress;
5. Decide on the expulsion of various members;
6. To decide on the establishment of administrative offices, branches, representative offices and entities;
7. To decide on the appointment of the Deputy Secretary General and the principal heads of the various organs of the Association;
8. To lead the work of all institutions of the Association;
9. Formulate various management systems of the Institute;
10. Decide on other major issues.
The directors should be members of the Association, medical experts, scientific and technological workers related to cerebrovascular disease prevention and treatment, and health leaders who enthusiastically support the work of the Association with academic achievements, decent style of study and can participate in the actual work of the Association.
The selection of directors shall be recommended by the society of the city and county where the association is located and the relevant units according to the requirements for directors and the number of seats allocated, and shall be elected or passed by secret ballot after full deliberation and consultation by the provincial member congress.
Article 18 In principle, the board of directors can be convened only when more than two-thirds of the directors are present; The resolution shall take effect only after being approved by more than two-thirds of the directors present at the meeting.
Article 19 The Council shall hold a meeting once a year, which may be held in the form of communication in special circumstances.
Article 20 The Association shall establish a standing council. The Standing Council shall be elected by the Council, and shall exercise the first, third, fifth, sixth, seventh, eighth, ninth and tenth (see Article 17) responsibilities of the Council when the Council is not in session. The number of executive directors shall not exceed one third of the number of directors.
Article 21 In principle, the standing council can be convened only when more than two-thirds of the standing directors are present, and its resolution can take effect only after being approved by more than two-thirds of the standing directors present.
Article 22 The Standing Council shall be convened once a quarter, and may be convened in advance or postponed when necessary, and may be convened in the form of communication under special circumstances.
Article 23 The President, Vice President and Secretary General of the Association must meet the following requirements:
1. Adhere to the Party's line, principles and policies, and have good political quality;
2. It has great influence in the business field of the Association;
3. The maximum age of the president, vice president and secretary-general (at the expiration) shall not exceed 70;
4. Healthy and able to work normally;
5. Have full civil capacity;
6. No criminal punishment of deprivation of political rights.
Article 24 If the President, Vice President and Secretary General of the Association exceed the maximum age for holding office, they can continue to hold office only after being voted by the Standing Council and approved by the society registration authority.
Article 25 The term of office of the President, Vice President and Secretary General of the Association shall be one term, and the maximum term shall not exceed two. If the term of office needs to be extended due to special circumstances, it shall be approved by more than two thirds of the members' representatives in the member congress, and approved by the society registration authority before continuing to hold the office.
Article 26 The President of the Association is the legal representative of the Association.
The legal representative of the Association shall not concurrently serve as the legal representative of other associations.
Article 27 Responsibilities of the President of the Association:
1. Convening and presiding over the provincial member congress, council and standing council;
2. Check the implementation of the resolutions of the provincial member congress, council and standing council;
3. Sign relevant important documents on behalf of the Association;
4. Deal with other major issues of the Association.
Article 28 Responsibilities of the Secretary General of the Association:
1. Preside over the daily work of the office and organize the implementation of the annual work plan;
2. Coordinate the work of all branches, representative offices and entities;
3. Nominate candidates for Deputy Secretary General and submit them to the Standing Council for decision;
4. Decide on the employment of responsible persons and full-time staff of administrative offices, branches, representative offices and entities, and obtain the approval of the Standing Council.
5. Deal with other daily affairs, including rewards and punishments, assessment and daily management of the staff of the Institute's office.
Article 29 Removal Procedure
1. The removal of directors shall be jointly nominated by the director recommending unit or more than 50% of the directors, and shall be discussed and approved by the provincial member congress;
2. The removal of the President, Vice President and Secretary General shall be jointly nominated by more than 50% of the directors, discussed by the Standing Council and submitted to the Council for discussion and approval;
3. The removal of the Deputy Secretary General shall be proposed by the Secretary General, discussed at a meeting of the President and the Secretary General, and approved by the Standing Council;
4. The information of all dismissed personnel shall be reported to the association registration administration authority for record.
Article 30 The Association has an honorary president, honorary directors and honorary director units.
The outgoing President and Vice President of the current session are nominated by the Standing Council, approved by the General Assembly and elected as the next Honorary President.
The outgoing current directors and executive directors shall be commended; Famous experts and scholars who have made significant contributions to the Association and made outstanding academic achievements are nominated by the Standing Council, approved by the Council and awarded honorary directors.
Enterprises and institutions related to medicine, health and health that actively support the work of the Association shall be employed as honorary director units by the Standing Council of the Association.
The above terms of office are one term.
Article 31 The Association may entrust the associations for the prevention and treatment of cerebrovascular diseases at various cities and counties to undertake relevant work and give them professional guidance.
Chapter V Principles of Asset Management and Use
Article 32 Source of funds of the Association
1. Membership fees;
2. Appropriation from superior administrative departments;
3. Donations and subsidies from domestic (overseas) units, groups and individuals;
4. Income from activities or services carried out within the business scope of the Association;
5. Foundation of the Institute;
6. Deposit interest of the Association;
7. Other lawful income of the Association.
Article 33 The Association shall collect membership fees in accordance with relevant national regulations and formulate corresponding management measures.
Article 34 The funds of the Association must be used for the business scope and career development specified in the Articles of Association, and shall not be distributed among members.
Article 35 The Association shall implement the Accounting System for Non governmental Non profit Organizations and establish a strict and standardized financial management system under the supervision of the Standing Council and the implementation of the Secretary General. In accordance with the financial regulations and management system of the relevant national science and technology associations, the Association shall manage the financial affairs and property of the Association well, and ensure that the accounting materials are legal, true, accurate, complete and the property is not lost.
The Association is equipped with accountants with professional qualifications, and accountants shall not concurrently serve as cashiers. Accounting personnel must conduct accounting and exercise accounting supervision. When the accountant is transferred or leaves his/her job, he/she must go through the handover procedures with the receiver.
Article 36 The asset management of the Association must implement the asset management system prescribed by the State and be subject to the supervision of the member congress, finance, audit and other departments.
Article 37 Prior to the change of the term of office or the change of the legal representative, the Association must accept the financial audit organized by the association registration administration authority and the competent business authority.
Article 38 The assets of the Association are public assets and are protected by law. No unit or individual may encroach, privately divide or misappropriate it.
Article 39 The appointment, dismissal, employment, technical titles, wages, insurance, welfare benefits, etc. of the full-time staff of the office of the Association shall comply with the relevant provisions of the state on institutions.
Chapter VI Procedures for Amendment of the Articles of Association
Article 40 The amendment to the Articles of Association of the Association shall be proposed jointly by more than 50% of the members, and shall be submitted to the provincial member congress for deliberation and approval after being approved by the council and submitted to the association registration authority for approval.
Chapter VII Termination Procedures and Property Disposal after Termination
Article 41 When the Association completes its purpose or dissolves on its own or needs to be cancelled due to division, merger or other reasons, the Council shall propose a motion for termination, which shall be terminated upon the consent of more than two-thirds of the representatives of the provincial member congress and the cancellation formalities with the organization registration administration authority.
Article 42 Before the termination of the Association, a liquidation organization shall be established under the guidance of the relevant authorities to clear up the claims and debts and deal with the aftermath. During liquidation, no activities other than liquidation shall be carried out.
Article 43 The remaining property after the termination of the Association shall be used for the development of the undertakings related to the purposes of the Association under the supervision of the association registration administration authority and in accordance with the relevant provisions of the State.
Chapter VIII Supplementary Provisions
Article 44 The Articles of Association was adopted by the first provincial member congress on November 22, 2013.
Article 45 The Articles of Association shall come into force as of the date of approval by the association registration authority.
Article 46 The Association shall uniformly design and make membership cards and emblems.
